Mr. Stephen W.K. Pang is the Process Safety Team Member of Generation Business Group, CLP Power HK Ltd. Mr. Pang has had more than 15 years experience in risk management and power generation business. Before joining the process safety team in August this year, he is the Business Manager of Black Point Power Station responsible for the station management. He is now responsible for establishment of the process safety management system in Generation Business Group and monitors the effectiveness of the implementation.

Nick is a well respected employment lawyer, and acts for senior executives and
major corporations in high profile employment disputes. This has included the
enforcement of restrictive covenants through peremptory means, the relocation

Mr. Joey Tse is currently working in the Cable Car Department
of MTR Corporation. He was appointed by the Corporation in September 2007 to
take up the current post as one of the management team members to develop and
implement a safety management in Ngong Ping 360 Limited (NP360), after it became
an MTR's subsidiaries. Prior secondment to the Department, the speaker was the
Acting Safety System Development Manager in the Operations Division of MTR.
He had heavily involved in the development of safety management systems for
both Operations and Non-Operations departments within MTR as well as clients
in MTR consultancy projects.

of a Safety Management System (SMS) for NP360, contents of the SMS, and how
to put it into practice. What are the challenges, the differences in the application

In the Seminar, the Speaker will describe a risk-based
approach to verify the safety acceptance of an emergency braking system of
a modern light rail vehicle. Using an integrated event tree/fault tree risk
model, all perceivable failure scenarios associated with the emergency braking
system were postulated, and their consequence and frequency of occurrence
were individually quantified. The total risk associated with the emergency
braking system was assessed.

The recent major earthquake in Sichuan, quick floods and
fires have sent us alert that we, as engineers and safety professionals, must
be in constant alert of what can go wrong and plan for the appropriate risk
control actions to manage the risk of disastrous events, whether man-made or
natural. SSC, in collaboration with HKARMS, CUBE, AES, PolyU Department of Electrical
Engineering and Department of Land Surveying and Geo-Informatics, supported
by a consortium of local and Mainland professional institutions, has organised
this one-day conference dedicated to the management of disastrous events, from
the perspectives of preparedness, response and recovery actions.

He is now the Engineer of the Department of Mechanical Engineering of the University
(since 2000).
KK's specialties is automotive engineering, mechanical system design and marine
engineering. In this regard, he is always invited by the TV News and Reporters
to express his expert comments related to vehicles and industrial accidents.
Also, he is experienced as expert witness, giving testimony in court related
to these accidents.

safety, and risk analysis software tools.
iQT product is a highly extensible framework that provides common infrastructure for any kind of system modeling. With iQT , you are no longer limited by the technology choices of software vendors or chained to infrastructure requirements of their products. All iQT modules are provided as extensions to the current platform in the form of plug-ins. All extensions are highly modular. By allowing capabilities to be added to or removed from the software without affecting other extensions, new functionality, such as a new prediction standard, can be added without requiring reconfiguration or redesign of the source code.
iQT delivers true cross-platform capabilities through its Java-based framework and analysis engines. Whether installed as a standalone or client-server configuration , iQT supports the analysis processing on either the local computer or the server.
The iQT framework provides the capability for multiple users to simultaneously, yet independently modify any model or analysis in any project they have access to. Users can checkout and work independently on their local copies of the “project”, and commit their changes back to the central repository. Parts of the model or project can also be locked in the repository to prevent multiple people working on it at the same time. The use of the source control system, in combination with the system hierarchy within iQT , allows for a “library” function in which changes in the master library can be applied to models relying on those libraries. This allows users to update the library incorporated in a project in an automated fashion.
XML format is used as the standard iQT storage format. The use of XML automatically results in an “open standard”, allowing users and other applications to make changes to the model outside of iQT. This flexibility opens the door for a wide range of application integration and ease of capturing data directly from the iQT project files.

Safety Culture in the Transport Industry
A Western Australian Journey
The speaker will share her experience in changing the safety culture of an organisation.
Culture change in the Australia railways in particular has been stimulated by
catastrophic accidents in recent years, such as the 2003 Waterfall train derailment,
which claimed 7 lives and injured dozens more. In Western Australia, the challenge
of improving safety culture has been heightened by the rapid expansion of the
public transport network as well as labour shortages due to a state-wide mining
boom.
PTA is currently 3 years into a 10 year cultural change program, which has already seen the introduction of human factors and just culture approaches to safety management; integration of the Health, Safety & Environmental Management Systems; and changes to investigation techniques, return to work programs and the internal ‘marketing’ of safety.
The speaker will describe the journey her organisation has taken thus far and its path for the future, while providing insight into key learning that can benefit all organisations aiming to engage both the hearts and minds of their workforce in safety. Certificate will be issued to participants upon completion of the Seminar.

Catherine Wallace is Australia's 2007
Young Transport & Logistics Professional of the Year. Catherine is the Occupational
Safety & Health Manager for Western Australia's Public Transport Authority
(PTA), which is responsible for the infrastructure and operation of trains,
buses and ferries in the state. She joined the PTA in 2004, having previously
worked for the State Government Minister for Planning in Melbourne. Catherine
is the Vice-Chair of the Western Australian chapter of Accelerate – a young
professionals’ network affiliated with the Chartered Institute of Transport
& Logistics; as well as a member of Australia's Industrial Foundation for
Accident Prevention. She is currently completing a Masters degree in Human Factors
and Safety Management Systems.

Bayes' Theorem is the central tool used in processing
conditional probability. In the QRA world, the Bayes' Theorem is used as a mathematical
formalisation of the process of learning from experience by saying that one’s
posterior belief of a risk value is directly proportional to ones initial belief
of the value based on the body of evidence available. Indeed, many have been
saying that the Bayes' Theorem is the fundamental theory of modern risk analysis.
In this seminar, the Speaker will introduce the Bayes' Theorem and its application
in QRA.

overseas are outlined. Common problems identified in ‘fire engineering approach’

Guangzhou Wenchong Shipyard Co., Ltd. (GWS) is a large
shipbuilding, ship-repairing and heavy industry enterprise in the south China,
capable of repairing more than 140 ships ranging under 200,000 DWT and building
8 ships of 25,000 DWT annually. GWS is specialized in new building of full container
ship series, dredger series, oil product tanker and multi-purpose cargo ship.
The main heavy industry products include: harbor facility, all kinds of cranes,
steel structure of bridge & high building, aluminum/brass molded extruder,
etc.
GWS has independent Import & Export Qualification to face the domestic & foreign market, International standards and class of GL、LR、ABS、BV、CCS and NK etc. can be adopted in new buildings and ship-repairing, with ISO9002 Quality System Certificate awarded in Dec. 1996. There are 4,500 employees in GWS including 1,100 senior engineers and engineers.
GWS occupies and 699,000m2 area with a wharf frontage of 1,320 meters and is equipped with two dry docks of 150,000DWT and 15,000DWT for ship repairing, one 25,000DWT drydock and one 20,000DWT slipway for shipbuilding.
During the visit, GWS representatives will brief the operation process and guide the participants to tour around the factory. Participants can learn more about the Company's Operation Process and its safety culture.
