Commercial subjects like purchasing and subletting seem always to have been overlooked in the engineering training as it is considered that these are responsibilities of other professions. Many day-to-day problems in project management that project managers and engineers have to handle stem from poor purchasing and subletting, such as arguments on the demarcation of scope due to unclear terms, claims for additional items by suppliers/subcontractors, items not delivered on time causing project overrun. It is much better to avoid problems than to have resolved them. In order to assist you to avoid or at least to minimise these particular problems, the speaker will go through some good practices in purchasing and subletting that are too important not to know.

Programme Highlights
It is prudent for corporations to have a Business Continuity Plan in place to reduce the risks and impact of an influenza pandemic or other catastrophic medical emergencies. In this seminar, Dr. Wong will introduce the nature and symptoms of Seasonal Influenza & Bird Flu, and explain why Bird Flu has the potential to be the next Pandemic. He will explain some similar but confusing words such as: Antibiotics and Antivirals / Endemic, Epidemic and Pandemic. Dr. Wong will discuss the goals of a Pandemic Influenza Preparedness Plan and associated activities; as well as the implementation of antiviral stockpiling at corporate level, which is an important tool for the corporations’ survival during a Flu pandemic. Quoting from a HKU publication, he will explain how household-based interventions and the targeted use of antivirals may reduce the impact of a Flu Pandemic.

Dr. Nelson Wong, LRCP, MRCS; MB BS (London); MRCP (UK); Fellow of Life Management Institute, is in charge of Corporate Medical Scheme Services at Dr. Vio & Partners, a group practice celebrating its 60th Anniversary in Hong Kong. He is a co-founder of AMPG – the original virtual medical network which he sold in 1999. He is the author of the chapter on Managed Care in the H.K.U. position book on Hong Kong’s Health System and had formerly been a Medical Consultant or Chief Medical Officer of Manulife, HSBC Life, Swiss Re and Blue Cross etc. He is also an advisor to the Health Care Committee of The Business and Professionals Federation of Hong Kong. With the threat of Avian Influenza outbreak in Humans, Dr. Wong has lectured on the topic to many corporate clients and advised companies on business continuity planning.

In the Seminar, the Speaker will describe a risk-based approach to verify the safety acceptance of an emergency braking system of a modern light rail vehicle. Using an integrated event tree/fault tree risk model, all perceivable failure scenarios associated with the emergency braking system were postulated, and their consequence and frequency of occurrence were individually quantified. The total risk associated with the emergency braking system was assessed.

Programme Highlights
With limited funding, decision-makers often face the dilemma of selecting an optimal decision from a set of sound alternatives. They are faced with choosing the most cost/risk-effective safety improvement options from a large list of alternatives with funding limitations. They must also consider several implementation options along with the potential impact to the community.

The Speaker presents a risk-based decision technique that combines the advantages of two decision making theories to prioritize decision alternatives based on a set of risk-based evaluation criteria and a formal cost/risk/benefit analysis structure. To further aid the decision-maker, this risk-based prioritization process can be automated into a decision analysis software. It has been found to be an effective decision-making tool to aid in the prioritization of over 150 decision alternatives in a real commercial case where multiple attributes were involved.

Conference Objectives
The purpose of this seminar is to provide a forum for discussion and experience-sharing with regards to the modeling and optimization of maintenance procedures for ageing and deteriorating engineering and structural components and systems. Corrective, preventive, condition-based and opportunistic maintenance schemes will be considered, together with the innovative methods of system health monitoring and fault diagnosis. Both model developments and practical applications are of interest. Experiences from various industrial fields are mostly appreciated so as to allow a critical analysis of the differences in practical needs, limitations and difficulties when applying the different approaches to the specific situations.

Hong Kong currently has around 1960 km of roads, 1/2 million of licensed vehicles and a population of around 7 millions. Over the past decades, there has been a welcome declining trend in road traffic accidents. In particular, Hong Kong has achieved a significant reduction in fatal and serious traffic accidents. This is due to the efforts of various concerned parties.

As automobile safety affect us both at work and travelling to and from workplace, the Speaker will give a brief account of the historical trends of traffic accident statistics and the parties involved in the road safety work. He will then explain the various works the Government has been doing to improve road safety. Finally, the speaker will also briefly introduce their future work initiatives.

As safety management aims to safeguard the well being of people, Enterprise Risk Management (ERM) aims to enhance the sustainability of organizations. ERM is a process used in the planning, organizing, leading, and controlling of risks related to business activities at the enterprise level. By identifying and proactively treating enterprise risks, organizations minimize the risk exposure on their capitals, resources, investment and earnings, as well as external effects on society, markets or the environment.

The speaker, Dr. Vincent Ho, will discuss the concept and application of risk management and decision analysis in the context of safety management. Through the presentation, Dr. Ho will discuss the development and application of risk management and risk control strategies in different industries. Dr. Ho will introduce analytical tools such as fault tree and event tree to be used in safety and risk assessment.

Speaker
Ir Dr Vincent Ho is the Corporate Risk Manager of KCRC. Dr. Ho currently serves as the Chairman of Hong Kong Association of Risk Management & Safety, the Chairman of HKIE-Safety Specialist Committee, the Chairman of OSHC Construction Industry Safety & health Committee, and the Vice-Chairman of IOSH.

Probabilistic Risk Assessment (PRA) applications continue to provide a means to address emerging challenges associated with the US commercial nuclear power fleet. These challenges include, the adoption of risk informed changes to technical specifications, consideration of license extension, evaluation of power uprate, asset management and addressing the threat of terrorism. Applications of PRA to these challenges will be discussed.

Programme Highlights
Modern Probabilistic Risk Assessment (PRA) was introduced to NASA after the Challenger accident. The first such analysis was called the PRA Proof-of-Concept study in 1987. Since then, NASA has conducted major PRA on the Space Shuttle and the International Space Station in order to help with decisions about modifications and operations. This program will present several vignettes, as time permits, about uses of PRA in making decisions for the following projects: Proof-of-Concept Study, Space Shuttle PRA, Sojourner rover on Mars, Ulysses and Cassini Space Nuclear Risk, Galileo Battery Probe Study, Compressor Blade Trade Study, 8 TT Wind Tunnel Study, and Micro-Met Mission to Mars.

Speaker
Dr. Michael V. Frank is founder and President of Safety Factor Associates, Inc., a company dedicated to the safety, reliability and risk analysis technologies.  The company emphasis is the use of PRA for decision-making in the aerospace and nuclear industries. During his 35 years of experience, Dr. Frank has conducted over 100 studies and has approximately 90 published papers.
