The speaker, Ir Dr Vincent Ho, is the Chairman of the Hong Kong Association of Risk Management and Safety. Dr Ho received his PhD in Nuclear Engineering from University of California, Los Angeles. Prior to returning to Hong Kong, Dr. Ho had been a consultant specializing in risk assessment and safety management for the transportation industry, nuclear and chemical weapons, nuclear power plants, and various complex engineering systems.
Programme Highlights
At the seminar, the Speaker will give an introduction to nuclear physics in the application of power generation, and will discuss the basics of commercial nuclear power plants. The seminar will give young engineers an opportunity to have an understanding towards nuclear power generation and the general safeguards in place to reduce the risks of accidents.

Steve Vickers, President & CEO, International Risk Limited
As President and Chief Executive Officer of International Risk Steve is responsible for the strategic direction and operations of International Risk. Steve set up the company in the year 2000 on behalf of an international accounting firm and subsequently led a management buy-out (MBO) of the firm. In July 2006 International Risk became part of New York Stock Exchange (NYSE) listed FTI Consulting Inc.
During the past 18 years, he has conducted numerous sensitive business intelligence projects, major financial investigations, international asset searches and risk management assessments. He has also led a number of crisis management teams faced with financial or other significant threats to multi-national corporations. Steve previously spent 18 years in the Royal Hong Kong Police Force and commanded the Force's Criminal Intelligence Bureau, retiring in the rank of Senior Superintendent of Police.
Programme Highlights
Steve Vickers, President and CEO of International Risk, will speak on the practical political and business risks of doing business in Asia. The presentation offers insight into the problems of corruption and fraud and the need for effective off-balance sheet due diligence. C. Stephen Erni, Executive Director of the Pennsylvania Driving Under the Influence (DUI) Associationo of US, has over 30 years experience in driving safety with the specialties in DUI prevention, education and associated safety programmes. He has been implemented the Association's extremely successful Safety Programme, including the Safety Bugs and Safety SIMulator. During his tenor, Mr. Erni also successfully negotiated numerous contracts and grants with state agencies, including the Department of Transportation US, county drug and alcohol programmes, and national foundations. He has used his passion for DUI prevention and tireless energy to grow the Association from a small agency of three employees and one state contract, to a thriving organization of 15+ employees that manage the Association's multiple contracts and expanding prevention programmes.
Programme Highlights
This seminar will introduce the concepts of DUI, development of DUI prevention and experience sharing in DUI prevention via enforcement, education, adjudication, rehabilitation and safety initiatives with application of advanced technology. The seminar will also provide an overview of ignition interlock as it relates to driving safety and explore the significant impact ignition interlock have on reducing DUI recidivism, particularly drunk driving.

Programme Highlights
The purpose of the visit is to give members an insight
on the latest development of nuclear power plants in Taiwan. The delegation
would visit the key nuclear facilities at Taipower Nuclear Power Plant BWR-6
near Taipei. The itinerary would include a tour of the Taipei 101 Building,
Taiwan high-speed rail and local waste treatment or manufacturing facilities.
Overnight accommodation will be arranged at Taipei on 5 & 6 June 2009. The
participants will return to Hong Kong in early evening on 7 June 2009.
The 3-day technical visit will qualify for 18 CPD hours for each participant.
Fee
The tentative cost of the visit is HKD 3,500.00 per HKIE/HKARMS
member (HKD 4,000.00 for non-member), which includes 2-night accommodation at
single room occupancy, local transportation and meals. The fee does not include
the costs of entry permit and insurance (except standard travel insurance supplied
by the travel agent).

Programme Highlights On April 26, the Hong Kong government elevated the alert for Influenza Pandemic from “alert” to “serious” in response to an outbreak of Human Swine Influenza in Mexico and confirmed cases in the United States and Canada. WHO has also stepped up the Influenza Pandemic Response Level to Phase 4, which is characterized by verified human-to-human transmission of an animal or human-animal influenza reassortant virus able to cause “community-level outbreaks.”
To provide timely information to our members, our speaker, Dr. LO Wing Lok, will introduce the nature and symptoms of Swine flu, as well as what we can do to reduce the risk of contracting this “FLU” virus.
The talk will be conducted in Cantonese, while the Power Point will be in English.

He was in private practice in Vancouver , Canada from 1974-1997 before returning to Hong Kong . He is now the Medical Director of the Canadian Back Institute for the Asia Pacific Region, as well as the Clinic Director for the Canadian Asian Neck and Back Institute in Hong Kong . He has served in these positions since 1998.
Dr. Leong has conducted numerous workshops and seminars in the area of rehabilitation of work injury cases. He has worked under both the Canadian as well as the Hong Kong in the area of rehabilitation of work injury cases system and continues to enlighten his audience with the pros and cons of both systems.
Dr Tak yi CHUI, MBBS (HK), MRCP( UK ), FRCP (Glasgow), FHKCP, FHKAM(Medicine)
Dr Chui is currently Hospital Chief Executive of Haven of Hope Hospital, & Service Director of Occupational Medicine Care Service of Kowloon East Cluster, Hospital Authority, Hong Kong . Professionally, he is accredited as respiratory medicine and rehabilitation specialist in Hong Kong . He had piloted a multidisciplinary chronic pain rehabilitation program in Hospital Authority in 2000, and is currently consultant physician in the Pain Management Centre in Kowloon East Cluster, and in the pain rehabilitation clinic of Haven of Hope Hospital. He is a founding member and currently Vice President of the Hong Kong Pain Society; he is also the past president of the Hong Kong Association of Rehabilitation Medicine.
Ms Maggie Yat-Cheung Wong
She is Lecturer at the Open University of Hong Kong , where she teaches the Occupational Health related course. She was working as Occupational Health Advisor between 2000 to 2002 in Australia .
Maggie was involving the Worker Injury Risk Management (WIRM) work between 2002 to 2006 in Hong Kong

The seminar will bring out the general Canada and Australia Work Injury Management System and the way in HK at this stage. Speakers will share their experience while implementing this program for different situation in local practice.

Programme Highlights The World Health Organization (WHO) has said that the virus will almost certainly become a pandemic. The clock is now ticking for businesses—already struggling with the global economic crisis—to close the gaps in their business continuity and other emergency plans and gear up to respond.
The current outbreak of the H1N1 virus underscores the critical importance of effective pandemic influenza response to minimize the potential for human morbidity and mortality, to reduce social and economic disruptions, and to mitigate against organizational risk exposures. It should be emphasized that the situation involving the H1N1 pandemic is evolving rapidly, and must be monitored closely. Pandemic plans and response must include the ability to react quickly and with flexibility in response to changing scenarios in accordance with the current phase of the pandemic.
Many organizations believe that at the peak of a severe pandemic, up to 75 percent of the workforce could be absent from work. Programme Highlights On 1 May 2009, Hong Kong reported the first confirmed case of influenza A (H1N1) infection in the city, prompting authorities to immediately raise the flu alert level from "serious" to the highest level of "emergency". WHO has also stepped up the Influenza Pandemic Response Level from Phase 4 to Phase 5, which means the virus has caused sustained community level outbreaks in at least two countries in one WHO region. At phase 5 a pandemic is considered imminent.

A Study visit to Guangzhou MTR Construction Site and Hacis
Guangzhou Warehouse will be organised on 28 Mar 2009 by the Professional Activities
Committee for members.
Guangzhou Metro Corporation, which was established on December 28, 1992, is a large-scaled State-owned enterprise under Guangzhou Municipal Government. It undertakes the operation and management thereof Guangzhou city track traffic system. And at the same time, it operates extensive and diversified industries focusing on the development of resources in connection with metro.
Hacis' Inland Cargo Depot is located inside the Guangzhou Airport International Logistics Park, one of the three largest international logistics parks in China. Hacis' depot reserves as the collection and distribution hubs for cargo arriving or departing through Hong Kong International Airport and come with an International Air Transport Association (IATA) airport code, enabling carriers to use a direct master air waybill to ship cargo to southern China via air-road intermodal connection.

The seminar on effective communication during a crisis
focuses on preparing messages with a clearly articulated goal for each group
of audience. In preparing a message, it is important to consider three major
factors: tone, content and receiver. The seminar discusses and illustrates,
with real-life examples of crisis communication from engineering and other professions,
a method for composing a message for crisis management, suggesting that the
message should contain details, human face, reassurance, action, further information,
track record, and background briefs.

Benchmarking Study on Latest Technology and Safety Management of Cargo and Container Handling in Japan

In order to enhance the latest technology development and safety knowledge of
managers and practitioners engaged in cargo and container handling trade, the
Occupational Safety and Health Council (OSHC) has joined forces with Japan Industrial
Safety and Health Association (JISHA) to organize a 5-day 'Benchmarking Study
on Latest Technology and Safety Management of Cargo and Container Handling in
Japan' from 23rd to 27th February 2009.
The study intends to learn from the successful experience in Japan, and will cover both the latest technology development and best practices on safety management of cargo and container handling. The benchmarking study will also include a series of case studies and site visits which will enable the Hong Kong delegates to learn from the experience and practice of their Japanese counterparts.

Mr. Ricky Yu is the General Manager, Asia of BST Consultants
Pte Ltd. Mr. Yu has more than 20 years of experience of EHS management and consulting
experience. He is responsible for BST's Asia Pacific consulting business, covering
areas of Behavioural Based Safety (BBS), Safety/Organisational Culture, and
Safety Leadership Mapping. At BST, he has been involved in various BBS/cultural
assessment projects in Asia. He has also consulted a national government in
Asia on the revision of their national safety plan. Before joining BST, Mr.
Yu was the Asia Pacific regional EHS manager of a Fortune 50 FMCG company.
Programme Highlights
The speaker will talk about the challenges of implementing
BBS in the context of Asian culture. With over 30 years' history, BBS has been
quite popular in America and Europe and is spreading to Asia in the past 10
years. At the same time, the original methodology has undergone significant
evolution and this presentation will cover BST's insights on how the latest
best practices could be aligned to the Asian situation. The speaker will also
focus on the impact of behavioural alignment at the senior leadership and supervisory
level and provide an overview of a diagnostic tool on safety culture, including
important lessons drawn from our cultural assessment of NASA after the space
shuttle accident.
